Please inform your athletes as soon as possible.


Montreal, March 21, 2013

To: All Anti-Doping Organizations
It has come to WADA’s attention that the black market substance GW501516 is being sold to and used by some athletes.
The side effect of this chemical compound is so serious that WADA is taking the rare step of warning “cheats” to ensure that there is complete awareness of the possible health risks to athletes who succumb to the temptation of using GW501516 for performance enhancement.
GW501516 was a developmental drug that was withdrawn from research by the pharmaceutical company and terminated when serious toxicities were discovered in pre-clinical studies.
Clinical approval has not, and will not be given for this substance.
However, GW501516 has been available for some months on the black market, through the Internet and elsewhere. Anti-Doping authorities have already seen its use by athletes, as there are a number of positive cases.

Anti-Doping inspection report

During the period of the 7th Asian Soft Tennis Championships which was held from 15 November 2012 to 20 November 2012 in Chiayi City in Chinese Taipei, In-Competition Anti-Doping Testing was made. 10 samples testing was implemented by Chinese TaipeiAnti-Doping Agency (CTADA) according to the agreement betweenAsian Soft Tennis Federation and CTADA.
The details of 10 samples were as follows;
- 2 samples: Singles
- 2 samples: Mixed Doubles
- 2 samples: Doubles
- 4 samples: Team Competitions



International Anti-Doping activities for Soft Tennis are being made under the initiative of International Soft Tennis Federation. In this respect we herewith explain ISTF’s Anti-Doping activities.


Anti-Doping activities of International Soft Tennis Federation(ISTF)


ISTF Anti-Doping Rules was approved by the General Assembly of ISTF which took place in Anseong, Korea in 2007.

As explained by the General Assembly of ISTF in Mungyeong Korea in 2011, the following activities have been made.

 

(1)   ISTF Doping Hearing Panel was established.

This Panel is to judge “violated or not violated” when there is doubt of doping through doping testing and to judge what consequence has to be posed when it is judged as “violated”.
The Doping Hearing Panel was established with the following members in 2011.

Chairman: Professor (Ms.) Rieko Yamashita (Japan)

Member: Dr.(Ms.) Yoshiko Fujishima (Japan)

Mr. Chuluun Nasanbat ( Mongolia )
Mr. Myungsu Kim ( Korea )
Mr. Yu Zhu ( China )


(2)   TUE(Therapeutic Use Exemption) Committee was established.

An athlete may have an illness or condition that requires a particular medication. If this medication appears on the Prohibited List, the athlete may be granted a Therapeutic Use Exemption (TUE) which gives the athlete permission to take it through request by filling TUE form. This Committee is to examine and control the request.

TUE Committee was established with the following members in 2011.

Member:  Dr.(Mr.)Hironori Nagai (Japan)

Dr.(Ms).Yoshiko Fujishima ( Japan )

 

(3)   RTP (Registered Testing Pool) list is provided.

All athletes listed in RTP need to provide whereabouts details so that anti-doping

authorities can ensure all athletes play true through in-competition testing and out-of-competition testing which may be made in a training place, a working place etc at any time without pre-notice. If an athlete rejects to have the testing, he/she is considers as violator.

Registered Testing Pool Athlete (RTPA) has obligation to submit whereabouts information every 3 months. In accordance with this information out-of-competition testing is made.

RTPA is provided by Korea and Japan at the first stage. The whereabouts information is maintained under the supervision of ISTF. Whereabouts information from other countries than Korea and Japan is expected to be received as well from now on.

 

(4) In-Competition testing

Testing is to be made to athletes at an International Competition.

 

(5)   Out-of-Competition testing

Testing is to be made to RTPA according to his/her whereabouts information.

 

(6)   Education for anti-doping activities

In parallel with anti-doping activities by member countries, ISTF is promoting education for anti-doping to athletes of member countries.
In 2011 the joint education activity ISTF Soft Tennis Camp was held in
Hiroshima , Japan in July in 2011, where outline of the anti-doping and the testing procedures were lectured to mainly athletes from Korea , Mongol and Japan .
Continuous education activities such as
- training camp organized by ISTF
- distribution of the latest information of anti-doping to member countries
- maintenance of whereabouts information of RTPA
are made from now on as well.

 

(7)   PR of the anti-doping activities

ISTF made balls printed with the logo of “Say No to Doping!” which is proposed by WADA and ISTF makes PR activities, for example, by using the balls on each event.
